Towards HIPC 2.0? Lessons from Past Debt Relief Initiatives for Addressing Current Debt Problems

Abstract When the COVID-19 pandemic added to already elevated debt vulnerabilities in low-income countries, G20 launched Debt Service Suspension Initiative (DSSI) and Common Framework for Treatments beyond DSSI, which have provided limited relief so far. For several deeper more wide-ranging treatments will likely be needed secure future sustainability. This paper looks at Heavily Indebted Poor Countries (HIPC) initiative, largest most comprehensive effort countries date, as a potential reference point 2020s. While HIPC initiative appears been qualified success, its replication current context would infeasible undesirable. Creditor base heterogeneity justifies flexible, differentiated approach restructuring. Yet, experience holds valuable lessons. “Delay replay” tendencies should avoided. Involving commercial creditors is real challenge, requiring carrots sticks. And imposing extra conditionality on proceeds could helpful but not overdone.
